Charitable Gaming Site Authorization Policy and Eligible Organization Instructions Form (ckform-4)

It is the intent of the City of Kramer to fairly administer granting charitable gaming site authorizations to eligible charitable organizations. In furthering the goals of transparency and fairness, the city will follow the following policy for processing applications for site authorizations.

  • Submission Deadlines. Application packets for the city to consider issuing a site authorization must be submitted at least two weeks before the regular Kramer City Council meeting in June that the applicant would like the site authorization to be considered for the annual July 1 permit to be in effect. The city is not required but may call a special meeting for consideration of an application for a site authorization, if reasonable explanation can be provided to justify the late submission of the Application Packet outlined in paragraph 2 below.
  • Application Packet. An application for approval of a site authorization for the City of Kramer must include:
  • A completed ND Office of Attorney General Gaming Site Authorization Form (SFN 17996).
  • The City of Kramer requests a copy of the eligible organization’s Internal Control Manual and evidence of an agreement between the Newburg Community Club and the site owner for use of the space that is only valid if the City of Kramer issues the Newburg Community Club a site authorization;
  • The City of Kramer desires a site diagram showing the location of electronic pull tab machines and how the area is separated from where minors will be; and twenty-five dollar ($25.00) authorization fee.

Site Limitation. The Newburg Community Club may not have more than one site in the City of Kramer.

Site Authorization Effective Dates. The Newburg Community Club site authorization is valid from July 1 to June 30 annually.  

The Newburg Community Club must adhere to all North Dakota Century Code provisions and North Dakota Administrative code provisions related to charitable gaming. The City of Kramer reserves the right to consult with staff from the North Dakota Attorney General’s office to determine whether concerns exist regarding an eligible organization’s compliance. The site authorization may be denied for cause. The City of Kramer recognizes the Attorney General’s Office maintains final approval authority regardless of the position on the City.

Local Nexus Application Requirements. In addition to the requirements outlined above, the Newburg Community Club must submit documentation demonstrating the organization’s charitable purpose.

Submission: Submit your completed Gaming Site Authorization Form (SFN 17996) and the Application Packet to the City of Kramer, Attention City Auditor, PO Box 25, Kramer, North Dakota, 58748-0025 no later than 16 May 2026.
