The State of North Dakota Division of Municipal Facilities inspected the City of Kramer Lift Station, Landfill, and Lagoons on 2 June 2025. The report was received on 15 July 2025.
Lift Station: no problems reported. However the inspector, Vance Wingerter, Environmental Scientist, ND Division of Municipal Facilities noted in discussion that the air vent pipe should have a screen over the opening. This has been corrected.
Landfill: no problems reported. However the inspector, in discussion noted the city had identified the landfill sign as not meeting NDAC. He agreed but was not overly concerned as the current sign meant the intention of the law. We are in process of contracting a new sign.
Lagoons: multiple problems. The city had previously, as noted by the inspector, reported all of the issues with exception of dike erosion and the requirement for repair. As the inspector for the city, I did not possess enough knowledge on dike structure to recognized the slumping taking place on the dikes. See the two page report below. With exception of the slumping, all other issues are being corrected.
The State of North Dakota Division of Municipal Waste did a no notice inspection of the landfill on 28 August. The report was reported to Bryon Brandt via a phone call from the inspector and not the current council. This has been corrected. The city council discovered this when the State sent the official report via certified mail. Brandt did not forward any information to the council.
The reported noted the presence of treated fence material in the landfill. The council inspected the photograph provided in the report and determined this was not treated fencing, but rather untreated pallets. The State was contacted and removed the discrepancy. In addition, the report had a photograph which was noted as a compost pile. The State was notified this is dirt pile as outlined in NDAC for cover and fill after burning and that grass and grown on the pile. This was also corrected. We were informed that the notification checklist will be updated again, reflecting current city council board members.
