Attention City Council and City Auditor

 

January 2025 

  • 2 January the January City Council Meeting Agenda is posted in the Kramer Post Office.
  • 5 January City Council Meeting, 4PM CST.
  • During the January City Councial Meeting shall conduct a Review of City Salaries to determine the sustainability of salaries upon entering new year.
  • On or about 1 January, file the quarterly IRS form 941 and pay the Social Security and Medicare for each employee.
  • On or about 1 January, the Auditor contacts the local WSI insurance agent in Bottineau (name and number is on policy), to ensure liability coverage is updated.
  • All real and personal property taxes levied in 2024 become due (NDCC 57-20-01).
  • On January 1, City election candidates may begin collecting signatures in the preceding year they become effective (NDCC 40-21-07).
  • No later than 15 January complete the Bottineau County Sheriff contract and submit payment.
  • No later the 15 January review the Circle Sanitation contract and notify paid customers of any changes in billing. If changes are necessary, complete a resolution during February 2 at the Kramer City Council meeting.
  • On or about 26 January the February City Council Meeting Agenda is posted in Post Office.

February 2025

  • 2 February City Council Meeting, 4PM CST
  • All real property subject to taxation must be assessed by February 1.
  • On or about 25 February, the March City Council Meeting Agenda is posted in Post Office

March 2025

  • 2 March City Council Meeting, 4PM CST
  • By March 1, 2025, the City Auditor shall publish in the Bottineau Courant the financial statement on the preceding year showing receipts and disbursements on account of each fund. (NDCC 40-16-05)
  • On or before March 1, the City Auditor submits to the Kramer City Council an annual financial statement showing revenues, expenditures, transfers, and fund balances of City accounts as of Dec 31, 2024. (NDCC40-16-04)
  • By March 9, thirty days before the filing deadline for candidate’s names to be on the official election ballot. (Even numbered years only) (NDCC-40-21-02).
  • On or before March 15, at the discretion of the Kramer City Council, the City Auditor may contact the Bottineau Road Department and ask which company was selected by bid for the county roads. The City of Kramer can use the county bid to order for gravel for highways within the City, upon a cubic yard basis.  (NDCC 40-54-01)

April 2025

  • 1-5 April is City Government Week
  • On or about 1 April, file quarterly IRS form 941, pay Social Security/Medicare for each employee.

  • On or about 2 April the April City Council Meeting Agenda is posted in Post Office
  • 6 April City Council Meeting, 4PM CST
  • Within the month of April, the Kramer City Council meets as the board of equalization with the Bottineau County Tax Assessor. Public notice of the meeting will be published in the Bottineau Courant by the County Tax Assessor.
  • Deadline 8, 4PM CST, is the deadline for candidates to the City Council to file their election petitions, 64 days before the election. The City Auditor shall notify the County Auditor of the offices to be filled and any measures to appear on the ballot.  Only on even numbered years (NDCC 40-21-02).
  • On or about 30 April the May City Council Meeting Agenda is posted in Post Office
  • No later than 30 April, council members and city auditor must review and sign the Kramer City Council Handbook: Code of Conduct and Ethics

May 2025.

  • 4 May City Council Meeting, 4PM CST
  • The City Council will review the NDIRF Bonding certificate of City of Kramer officials and:
    • Ensure coverage is active
    • Review when renewal is required and direct the action to be taken and set conditions of confirmation
    • State the active Bonding level in the minutes of the May City Council Meetings as directed by KCC resolution 25-06 (NDCC 40-13-02)
  • 4 May the official newspaper of Kramer declared and published. (NDCC 40-01-09)
  • 4 May the Kramer City Council selects a City Clean-up Day
  • On or about 15 May open the City Park Latrines, turn on water, clean, put in necessary supplies. Clean weekly and after major events.
  • On or about May 24, place flags at Kramer Cemetery and City Park for Memorial Day
  • On or about May 26 the June City Council Meeting Agenda is posted in Post Office
  • On or about May 27, take flags down at Kramer Cemetery

 June 2025

  • 1 June City Council Meeting, 4PM CST
  • 1 June election notice will be confirmed with the county’s election notice in even numbered years. (NDCC 40-21-02)
  • Clean City Park Latrines weekly and add needed supplies.
  • 11 June the second Tuesday in June, on even numbered years, City election is held in conjunction with the state primary. (NDCC (40-21-02)
  • Last week in June, the City Auditor will check with North Dakota League of Cities to ensure the Kramer information of the Directory of ND Cities and Officials is current and correct.

July 2025

  • On or about July 2 the July City Council Meeting Agenda is posted in Post Office
  • On or about 1 July, file the quarterly IRS form 941 and pay the Social Security and Medicare for each employee.
  • On or about 1 July the Auditor contacts the local WSI insurance agent in Bottineau (name and number is on policy), to ensure liability coverage is updated.
  • 6 July the Kramer City Council Meeting, 4PM CST
    • 6 July the Kramer City Council elect a President (NDCC 40-08-10)
    • On even numbered years the mayor will appoint the City Auditor.
    • The Council will set a Sunday meeting in July to complete the first preliminary budget for the County Auditor IAW (NDCC 40-40-06). This budget shall be required for submission on August 10. 
  • Newly elected City officers take office. Only even numbered years. (NDCC 40-13-03)
  • Water consumer report completed and published. A copy must be provided to the North Dakota Department of Environmental Quality.
  • Clean City Park Latrines weekly and add needed supplies.
  • On or about 27 July the August City Council Meeting Agenda is posted in Post Office.

August 2025

  • 3 Aug Kramer City Council Meeting, 4PM CST
  • On 10 August, the Kramer City Council and the Auditor forward the preliminary budget statement to the County Auditor.  (NDCC 40-40-06).
  • Notify the county Auditor of any special assessments (NDCC 40-24-12)
  • On Sunday August 17, 4PM CDT, the City Council will host a Public Budget Hearing IAW NDCC 40-40-06.
  • The County Auditor notifies property owners of anticipated property taxes.
  • 31 September the Kramer City Council will hold a public hearing to hear any comments concerning the preliminary budget before the adoption of the final budget and the resulting annual tax levy IAW (NDCC 40-40-06)
  • Clean City Park Latrines weekly and add needed supplies.

September 2025

  • On or about 3 September the September City Council Meeting Agenda is posted in Post Office
  • 7 August Kramer City Council Meeting, 4PM CST
    • Final discussion on city budget and mill levy
  • Clean City Park Latrines weekly and add needed supplies.

October 2025

  • On or about 1 October, the Auditor files the quarterly IRS form 941 and pay the Social Security and Medicare for each employee.
  • On or about 1 October the Auditor contacts the local WSI insurance agent in Bottineau (name and number is on policy), to ensure liability coverage is updated.
  • 1 October close and lock the City Park Latrines, shut off water, store supplies. The keys will be maintained by the city auditor.
  • On or about 2 October the October City Council Meeting Agenda is posted in Post Office
  • 5 October Kramer City Council Meeting, 4PM CST
    • The Kamer City Council shall make final the 2026 budget and adoption of the annual mill levy and direct the City Auditor send the County Auditor a certified copy of the levy as adopted and a certified copy of the final budget. (NDCC 40-32-08)
  • On or about 27 October the November’s City Council Meeting Agenda is posted in Post Office.

November 2025

  • 2 November Kramer City Council Meeting, 4PM CST
  • By 1 November the City Auditor shall certify any special assessments to the county Auditor.
  • 10 November, Veterans Day November 11, flags up at Kramer Cemetery and City Park for
  • On or after 11 November, take flags down at Kramer Cemetery and City Park
  • On or about 15 November, the City council will inspect the City PBS Inert Waste Landfill and establish a burn date, complete a burn permit, and coordinate with the Kramer Rural Fire Department

December 2025

  • On or about 3 December the December’s City Council Meeting Agenda is posted in Post Office
  • 7 December Kramer City Council Meeting, 4PM CST
    • 7 December, Kramer City Council conducts year-end-review of municipal financial practices.  Discuss and direct changes as necessary. 
    • The Mayor and Auditor shall ensure a "Review of City Government Salaries" is on the City Council Agenda for January of each year, with the objective of transparency and the determination of sustainability of said salaries. 
  • On or about 28 December the January the City Council Meeting Agenda is posted in Post Office.
